California Homeland Security Strategy
CALIFORNIA HOMELAND SECURITY STRATEGY
Strategy Implementation is tracked biannually by collecting information on the
activities conducted in support of each homeland security objective, identifying problems encountered
and recommended solutions, and any deliverables produced or milestones achieved
during the course of the objective’s completion. Implementation will coincide with
federal reporting conducted through the Biannual Strategy Implementation Report
(BSIR), with supplemental state-focused questions. Implementation data will be
aggregated annually to facilitate evaluation of the progress, status, and management
of all Strategy goals and objectives.
Status of All Homeland Security Objectives Analysis
The data visualization above represents the status of objectives throughout the California Homeland Security Strategy divided into the reported status categories. There has been a 94.5% (172/182) response rate to the Policy Office's data call. Currently, 71.4% (130) of all objectives are listed as Completed, Ahead of Schedule, or On Time. Conversely, 22.5% (41) of reported objectives are Behind, Delayed, On Hold, or are Not Started.
Status of Homeland Security Strategy Goals Analysis
Most objectives fall under the "Strengthen Communications Capabilities through Planning, Governance, Technology, and Equipment" and "Enhance Information Collection, Analysis, and Sharing in support of Public Safety Operations across California" goals. A majority of objectives have been reported as Completed, Ahead of Schedule, or On Time. The goal titled, "Protect Against Effects of Climate Change," is assigned the least amount of objectives, and none of those objectives are on time.
Analysis of Objective Progress within each POETE Category
Most objectives, a total of 98, in the Strategy fall under the Planning category. 8% of the Planning objectives are Completed, 55% are On Time, and 6% are Ahead of schedule. There was a 93% response rate in status requests for the Planning objectives.
The Organization category has the second most objectives, with a total of 39. 25% of the Organization objectives are Completed, 41% are On Time, and 12% are Ahead of schedule. 100% of the Organization objectives were updated during the data collection period.
Cumulatively, the objectives in the Exercises, Training, and Equipment categories constitute less than half of the Homeland Security Strategy. For each of these categories, a majority of the objectives are Completed or On Time. 5% of the objectives in the Exercises category are Completed and 68% are On Time. 6% of the objectives in the Training category are Completed and 62% are On Time. 8% of the objectives in the Equipment category are Completed and 50% are On Time.
Analysis of Responsible Parties
A majority, 84% of the objectives, are under Cal OES purview while only 16% of objectives are the responsibility of external partners such as the Department of Food and Agriculture, the Department of Social Services, and the Emergency Medical Services Authority. The State Threat Assessment System is responsible for 21% (30) of the objectives, the most out of any individual group, followed closely by the California Specialized Training Institute which is responsible for 15% (20) of the objectives.
